In compliance with instructions contained in Circular No. 6, dated Bureau R.F. and A. Lands Hd. Qrs. Asst. Com'r State of Va, Richmond Va, January 29th 1866, I have the honor respectfully to make the following report.

The condition of the Freedmen, during the month has been very encouraging, more particularly since the commencement of the registration.  A new feeling seems infused in the colored people, they feel every day more the spirit of independence, and self reliance, and are working energetically to show, that they are worthy of the position that has been given them by the recent act of Congress.

Great difficulty is found by the colored women, who have no husbands, in obtaining employment. Work is scarce, and they are compelled to seek the aid and assistance of the Bureau in supporting their families.  The great draw back to this class, is their
