In compliance with Circular No 6 dated Hd Qrs Asst Comr Va Richmond Va January 29/66 I have the honor to state that owning to the political state of the country there is a good of feeling on the part of the whites against the blacks but the necessity of having their labor has deterred the whites from turning any off. The colored people are very orderly and at work The scarcity of labor has a good effect and I anticipate no trouble in my Division. While registering this last week some drunken young men fired at some colored men at night. I found that the civil authorities were not going to attend to
