I have the honor to forward the required monthly report upon Freedmens affairs in general, for the 1" Div, of the 8" Sub, Dist, of the state of Virginia, consisting of the counties of Wythe, Bland, Tazewell, Smythe, Carroll, & Grayson,

The interest of the Freedmen in my district, are, in most respects, in a satisfactory condition, they are generally industrious, and profitably employed, & usually at remunerative prices, tho, in some cases, their employers seek to take advantage of their ignorance & to some extent dependent condition, to obtain their services for very small returns,- there is a very general interest felt, on the part of the Freedmen to learn what are their rights under the "Reconstruction
