There have been several complaints made of threats made to turn out of employment, & not to permit persons to occupy their present places of habtation, unless they vote to suit those with whom they are, by the colored people in this Dist, We are endeavoring in every way within our power, to inform them in all that is necessary for their inteligent action in all these matters, & in every instance have given assurance to all that they would be abundantly protected in the enjoyment of all their rights, & the free exercise of their own choice of men & measures.

Every effort will be made to deceive, & no stone will be left unturned, to secure such control of the colored citizens, as will enable those who were most forward in the work of secession, to prevent the political power of the State from passing out of their hands,
