In compliance with Circular No.6, Series 1866, from your Hd. Qts., I have the honor to report as follows.
From outward appearances existing between the Whites and Freedmen of my Division, would seem to be very favorable; but beneath the surface there exists a decided, adverse current. Thus, the former, while professing, as their "best friends," to be the most liberally disposed towards the latter, seem determined to keep them in as much ignorance as possible, if they do not actually endeavor to mislead them, in regard to the very measures best calculated to ensure their welfare and safety. This, of course, the freedmen full well understand; and the consequence is, that on their side, if possible, a still greater distrust than ever is aroused toward every white resident in the county
