General, 
I have the honor to report in compliance with Cir. No. 6. Hed. Qrs. A. Comr. of Va Jan'y 29" 1866  that the condition of Freedman's affairs is favorable in this Division. There is general industry and prosperity among this class and in some respects a better state of feeling obtaining between them and the Whites. Registration has progressed harmoniously no conflict having transpired between the different races. The freedmen are promised a fairer return for their labor for this year than they received last both as regards wages and crops.
