In accordance with the requirements of Cir No 6 Head Quarters Asst. Comr Bureau R.F. and A.L. State of Virginia dated Richmond Va on January 29th 1866. I have the honor to submit the following Report showing the condition of Freedman affairs in the above named Counties at this date.

I have nothing of peculiar interest to report, The Freedmen as a general thing seem to be industrious, and contented, and at no time during my operations at this Post, there been less complaint than now, The feeling between the races is gradually assuming a more favourable aspect, in fact the general condition of Freedman affairs indicate marked improvement as compared with the state of things at the date of my last Report. 

I am satisfied that as they become better acquainted
