In compliance with Circular No 6 Series of 66 Hd Qrs Asst. Commissioner of Virginia, I have the honor to report the condition of Bureau affairs in my Division, as follows

The Freedmen as a general thing are at work, and willing to carry out their contracts, Some of the contracts are so drawn that they are to the prejudice of the Freedmen, and some of the employers take all the advantage they can, 

The civil authorities are not prompt and require urging to execute process's in favor of the Colored, 

There are about 20 (Twenty) old and infirm Col'd person's in the County that require the constant support of the Bureau.
