General,
I have the honor to report that the state of feeling existing between the whites and blacks is very bitter since 
the right of suffrage has been confered upon the blacks  And the feeling of the whites toward the Bureau officers and Registration officers has grown very bitter since the registration has commenced and they find that the colored voters exceed them by three (3) to one (1) The blacks are working admirably and but fuw find any fault with them and in those cases I do not think there is but very little grounds for complaints. 

I have presided at three Boards of registration and during the time I did not see a negro under the influence of liquor altho twas sold
