Although the Board has not hesitated to grant relief to all those who would become actual inmates of the Alms House where they have been original residents.

They are very much opposed to granting relief outside of the Alms House.

This rule was adopted before the war and applies equally to blacks and whites

About one half the white persons who applied to this office for relief under the late appropriation of Congress have failed to appear for their slaves.

I have reason to believe that they will not accept of the same, preferring to suffer rather than receive it from the Government

The Circular from Bureau H.Q. in reference to Intemperance concerning the freedmen was received, and with a view to carry out the requirements of the same, I have met all the colored preachers of the County, and called their attention to the matter. and informed them of the necessity of at once organizing temperance societies, they appear to be very much interested and I have no doubt will result in much good.
