Bureau of R.F. and A.L Pittsylvania County Division Danville, Va July 1st, 1867 Captain R.S. Lacey Agent Bureau of R.F. and A.L Captain, I have the honor to report in compliance with instructions contained in Circular No 6 Series of 1866 During the first month several outrages have been perpetrated upon the freedmen in various parts of this County - reports of which I have already forwarded through the proper channels Yet notwithstanding the above facts I am of the opinion that the feeling on the part of the better clases whites is daily becoming better-and the freedmen are now recognized as a part of the citizens of the County I think if these men who have been engaged in Killing Shooting Cutting and whipping freedmen were arrested and tried by a military commission it would do much good- and Show that the good Gov'm't intends to protect all me [[men]] in their rights of person and property.
