General:

In compliance with Cir. No 6. S. 1866. I have the honor to report for the month of June 1867; that the condition of the freedmen is improving in my Division, and the feeling of the white citizens toward them, is becoming more favorable, many of the leading men, who previously very their bitterest enemies, and done everything in their power against them, are now pretending to be their best friends. The freedmen are generally industrious, and all that are able to work are employed, at fair wages. House rents and other necessities of life, they are charged exorbitant prices. There are many who are pay as high as five (5) Dollars. per month rent for small rooms: that are unfit
