Bureau R F & A L 2nd Div 6th Sub Dist Va
Bowling Green Caroline Co Va July 1st 1867

Bvt Brig Genl O Brown
Asst Commissioner State Va
Richmond Va

General
In compliance with Circular No 6. Hd Qrs Asst Com'r State of Va Richmond Va January 29th 1866 I have the honor to report, that the condition of Bureau affairs in the 2 Div 6th Sub Dist is good

The state of feeling existing between the Whites and Freedmen is of a most friendly character, I expected to hear of all sorts of rumors being circulated among the Freedmen concerning Registration, but in many instances I found the Freedmen were loaned every horse and mule on a farm and accompanied to the Board of Registration by their employers

The fact of it being harvest time, and everyone being busy, may account for it, or it may be done for another and very patent object, however it is so

I am General
Very Respectfully
