Sir:
I have the honor to submit the following report of the condition of Bureau Affairs in this Division for the month ending this date.

The freedmen are all at work either on wages or on shares on fair terms.

No disturbances of a serious nature between whites and blacks have occurred and but one personal difficulty has come to my knowledge; in that case both parties were required to give bail to appear before the Grand Jury at its next session.

In regard to establishing Schools: I have seen the Committee appointed by the freedmen at their last public meeting, to obtain a house and lot for school purposes, and they inform me that they have commenced negotiations to rent a suitable
