place, and in my opinion the A.S.A. Comr's. have no authority (nor is it advisable) to appear in the character of politicians on the stump.

Some action should be taken whereby the freedmen in this section will be able to vote intelligently at the coming election.

The general condition of the freedmen is excellant; but few being supported by the Civil Authorities; and only six full rations being issues by the Bureau in this Division and these to persons that are disabled by age and infirmity.

The Freedmen seem to be steadily improving both as to their finances and an enlargement of their thoughts and ideas.

Upon the whole, Bureau affairs may be said, in all respects, to be in a flourishing condition in the Counties of New Kent and Charles City.
