Abingdon Va. July 23th 1867

Bvt Brig Genl O. Brown
Asst Comm Richmond Va.

General
I have the honor to make the following report of affairs in General pertaining to the Bureau in my Sub Dist comprising the Counties of Washington Russell Buchanan Scott Lee and Wise for the month of July 1867, as follows.

The Freedmen are remarkably industrious All twelve years and upwards able to work are employed. None are seen ideling on the Streets and Cases of intemperance are of rare occurances and hardly ever but with all these efforts of industry many families are very naked for want of clothing but all have enough to eat. It seldom happens that any of them are brought in to court for violation of the law. And both the whites and the colored are setting along remarkably peaceful together. Most of the Freedmen in this Div reported before the Board
