General,
In compliance with Circular No. 6 series of 1866 from Hd.qurs. Asst. Comr. State of Virginia, I have the honor to report the condition of Bureau affairs in this Division for the current month. Registration for the county is completed, the Freedmen with hardly an exception are registered. They betray a gratifying interest in the coming elections, and understand their rights and duties under the recent acts of Congress more fully than could be expected.

They have more land under cultivation than they had last year, and their crops are in fair condition.

The land owners are employing more Freedmen and more steadily, than in any year since the war, and so far as can be ascertained are
