I have the honor to make the following report in regard to Bureau affairs in General in my Division

A good state of affairs exists in my Division: the Freedmen are generally working well and but little destitution exists among them. A good state of feeling seems to exist between them and the whites. Schools are much needed and the Freedmen are anxious and willing to do all in their power to erect school houses or any other work which will help to bring them education.

- I have read the Circular Letter of Maj Gen. OO Howard of May 15. 1867. at meetings of the Freedmen and recommended them to form Temperance societies, but as yet they
