Pursuant to instructions contained in Circular Letter from War Dept. Bureau of Ref Freedmen & Abandoned Lands dated Washington D.C. May 15th 1867 I have the honor to make the following report.

Previous to receiving the instructions mentioned in the above named Circular, in fact ever since I have been on duty in the Bureau, I have endeavored upon all occasions that I could to exhort upon them the necessity of being temperate; since I received the aforeto mentioned instructions I have spoken upon the subject in the various meeting they have upon sunday and although I have not taken any steps in organizing a Division of the Sons of Temperance among them, I am only waiting until they get their schools established, when they will have some place of meeting.
