Colonel:

I have the honor to forward through your office to that of the Assistant Commissioner, State of Virginia, the following Report in compliance with circular No 6th dated Hd Quarters Asst. Com'r State of Va. January 29th 1867.

The existing feeling between the whites and the Blacks still remains antagonistic, although upon my part I endeavor to ameliorate the bitterness. The whole source of this trouble arises from the determined efforts of the whites to trample upon the feelings and liberties the colored now seek to enjoy under this sudden emancipation. The right to testify in open court, the right to dictate the value of their labor; the right of whom they shall labor for: the right of demanding speedy renumeration for their labors; the right to attend religious worship by themselves; the right to build churches and School Houses, to read books and meet at public & private places, to talk over politics and other matters of interest to their race,- all iritate the whites; and a people such as the whites are here,- a mean low, selfish class - governed by a pride of something about family and
