171 Bureau RF and A Lands Office of ASAC Richmond 31 July 1867 Lt Paul R Hambrick Actg Sub Asst Comr Lieut In compliance with instructions contained in Circular No 6 dated Bureau RF and A Lands Hd Qrs Asst Comr State of Va Richmond Va January 29th 1866 I have the honor respectfully to submit the following Report of Bureau affairs in this division for the month of July 1867. During the present month I have observed no material change in the condition of the Freedmen. Their willingness to labor and earn for themselves and families an independent livelihood, is still a notable fact, and but few able bodied men are disposed to remain idle. In the Counties of Henrico and Chesterfield the destitution amongst the Freedmen is considerably diminishing
