General.-
In Compliance with Circular No 6 Series of 1866. I have the honor to submit the following Report of Condition of Bureau Affairs in this Division of the 1st Sub District. A scarcity of employment still exists in the City. Many of the unemployed Freedmen could if they chose to do so find Employment in the Country, but they are adverse to going in the Country after having lived in the City. During the month a number of Highway Robberies were committed by Freedmen in the Southwestern part of the County and the Civil Authorities having applied to the Military Commissioner, Bvt Maj F H Remington, for aid; a detail of Soldiers were stationed in the vicinity, which had the effect of quieting the fears of the people and stopping the outrages.
