Captain,
In compliance with Cir No 6. series 1866. Hd.qrs Ass't Comr. State Va I have the honor to submit the following report of condition of Bureau affairs in this Division for the present month.

The freed.people throughout the counties of Matthews and Gloucester appear to be generally industrious with occasional disagreements only between themselves and employers as to contracts, but as the season for dividing the crop approaches there is probability of many differences coming up for adjustment.

From all indications the crops will not average more than half the usual yield; corn the main staple being especially deficient; much suffering is to be anticipated from this cause.

Rations are being issued to the destitute with all the care and discrimination possible, it is expected that the demand will be much heavier than it now is.
