General: 

I have the honor to report in compliance with Cir. No. 6 Hd. Qrs. A. Comr Va. January 29th 1866 that the condition of Freedmens affairs in this Div'n embracing the Co's. of Orange and Louisa is not materially changed since my last report. Generally speaking all is well. I have no difficulty in adjusting satisfactorily all the various cases that are brought to my attention.

In regard to temperance among the freedmen, I would say that cases of drunkenness are not common, but the habit of occasionally taking a dram is very common among adult freedmen. I have not yet organized a "Lincoln Temperance Society" as suggested in Cir. letter of the Comr of May 15th but much has been
