I have the honor in compliance with Circular No. 6 Head Quarters Asst Comr State of Va dated Richmond Va  [[strikethrough]] March 13th [[/strikethrough]]Jany 29th 1866 to report the Condition of the Bureau affairs in my division for the month of July 1867.

The condition of of the Freedmen at present is very encouraging, the prospect bids fair for an abundant
crop of corn wheat and other commodities. The freed-people have labored very industriously during the season and are really prospering finely; at the present time there is
little or no opposition on the part of the whites to the education of the Colored people and on account of the
political power now in the hands of the Blacks there is a growing desire to allow them to excersize full political
