Reports the condition of Bureau affairs in compliance with Circular No.6. C.S. Hd. Qrs. Asst. Comr. State of Va. Richmond Va January 27 1866.  States that amicable relations still exist between the whites and Freedmen

States that but little interest is manifested in the cause of Temperance, by the Freedmen and they are generally averse to signing the pledge

Expects to perfect an organization at an early date
