I have the honor to report the condition of Bureau affairs in the 4th. Division 4th. Sub Dist Va. in compliance with Circular No. 6 dated Hd. Qrs. Asst. Comr.State of Va. Richmond Va. January 29th, 1866. 

There is nothing new to report. Amicable relations are still existing between the whites and Freedmen. The latter are -generally industrious and I hear no -complaints in regard to their labor. The whites are inclined to be concilliatory towards them in hopes of being able to influence the vote of the Freedmen in future.

There is not a great deal of intemperance
