In compliance with Circular No. 6, Series of 1866, Office Asst Comr. State of Virginia, I have the honor to report, again at the close of this month, in a manner to give courage, or hope of success; No cases of extreme suffering, among the old, sick or infirm has come to my knowledge.- The schools have been well attended.- My labors during the month, have been such as to enable me to witness a demonstration of the manner in which the freed- people appreciate the responsibilities that have fallen upon them, which, to say the least is fair. The Whites, I am proud to say are as a general thing well disposed toward them, expressing a willingness that they should be taught, also to have patience with them in their ignorance, and explain to them such things as they do not understand in their business transactions and deal fairly by them. Favorable change, indeed it is, that their feelings are undergoing in this respect! The demand for labor during the month has been greater than the supply and day-laborers have received good wages
