Major/ In compliance with Circular No 6 Series of 66 Hd Qrs Asst Comr of Virginia,

I have the honor to report the condition of Bureau Affairs in my division, as follows,

The Freedmen are generally at work, and willing to labour when they get paid, there has been some Cases of disputes between them and their employers, in regard to wages which has been in almost all cases settled satisfactorily.

In compliance with instructions contained in Circular Letter War Dept May 15, 1867 B.R.F&A.L. I have initiated a Temperance Society in this County, from which I anticiapte good results,for the elevation of the Freedman and expect in a short time the society to be extensive.
