I have the honor to report that the state of feeling existing between the whites and blacks in my division is very bad with the exceptions of a fiew whites in each county who have since the right of sufferage has been conferred upon the blacks become more out spoken and now advocate the rights of the colored people publicly and with out fear. I think there will be upwards of fifty (50) in each county of that class of persons by the time an election takes place. Interference is almost unknown among the colored people  I have not seen six drunken negroes since I have been stationed here
