In obedience to Circular No. 6 series of 1866. Hd Qrs Asst. Comr. State of Va. I have the honor to report that the affairs pertaining to the Bureau in this Division are very perplexing to the A.S. Asst. Comr.

The complaints of ill treatment to the Freedmen are as numerous as heretofore. Not less than thirty complaints have been made at this office, during the month of July. by Freedmen who were driven away from their employment, many of them having an interest in a proportionate part of the crops. In consequence of which they are subjected to great inconvenience and loss..

In some cases I have made settlements between the parties where there were any reasons to justify a dismissal.
