In accordance with the requirements of Cir. No 6. Hd Quarters, Asst Commissioner, Bureau, R.F. and A.L, State of Virginia, dated Richmond, Va, January 29th 1866, I have the honor to submit the following Report showing the condition of Freedmens affairs in the above named Counties at this date,
The condition of Freedmens affairs in this Division, indicates marked improvements in their intelligence and habits, I am convinced from the advancement they have made, under their limited advantages that with increased and enlarged opportunities, they will become a prosperous, happy and thrifty population. The interests taken by them in public meetings, betray an increasing anxiety to become thoroughly advised upon their political rights and interests, as well as upon all the matters of importance.
