in Compliance with Circular No 6 Hd Qrs Asst Commissioner State of Virginia, I have the honor to report a favorable State of Bureau Affairs in this County.

During the month now ending I have visited the different districts of the County, where Registration has been going on. And can testify to the Good order that has been observed in all instances. in several instances the gatherings were large. four and five hundred persons of both classes being present, and not a single instance of any disturbance has occurred, every disposition has been displayed by the Whites, to have all the Colored who were entitled so to do Register. I have learned of No instance where impediments has been placed in their way

A meeting was held here to listen to speeches from Gov Pierpont and others at which there was upwards of three thousand present, the best of order was maintained by those present. Nothing occurring to mar the harmony of the meeting, and not a single case of intoxication among the Freedmen and but two among the Whites.
