I have the honor to report in Compliance with Circular No 6 dated Hd. Qrs. Ass. Com. State of Va Richmond Va. Jany 29. 1866. And Circular letter dated War Department BRF & AL May 15. 1867. That during the Month ending July 31st 1867. the State of feeling existing between the Whites & Freedmen are Amicable, no disturbance having Occurred excepting one case of felony, in which case there was a Coroners inquest held, and the evidence produced has already been forwarded to the Maj Gen Comr'd 1st Mil. Dist. for decision. 

In reply to interrogatories and request in Cir letter No 14 in regard to temperance in the Freedmen and the Organization of Societies for the furtherance of that object I have the honor to state that the habits of the Freedmen generally are substantially temperate but owing to the Registration and much Other Official  business which has Occupied my entire time, I have not yet had the Opportunity of organizing any Societies, but the registration being now  complete, I shall commence immediately upon that business.  and in my next report will give you full particulars of progress &c &c.
