In compliance with Cir No 6. Series 1866, Bureau of R.F and A. Lands Head Quarters Asst. Commr. State of Virginia, I have the honor to report that, all matters appertaining to this Bureau, in this Sub District, during the present month, have been unobstructed to any material extent, In but one instant, have I know of any civil official to fail in doing his Duty, when applied to, the facts of which are given and will be found in the proper report.     

I am, however, of the opinion that the old and deep rooted prejudices which the very great majority of whites have entertained towds [[towards]] the colored race, are gradually passing away, and a feeling much more in harmony with the present state of affairs is taking its place.
