General,

I have the honor to report the affairs of the Bureau in this (1st) First Div, Counties of Frederick & Chuk, 9th Sub-Dit [[Dist]] State of Va as not so favorable as usual, There has been more complaints then heretofore caused no doubt from the fact that the Freedmen are not governed by the influences of their former masters in regard to their rights to registration &c, 

Threats have been made by the Whites to turn them out of employment also out of houses and homes that they have rented and lived in since the surrender solely because they, the Freedmen, would [[?]] to exercise the frivolous comfort upon them by the acts of Congress and because there were members of the Union League,
In consequence of this feeling the Freedmen have had rather more than a usual amount of trouble in gaining satisfaction to their employers and in getting there pay
