I have the honor to submit the following report of Freedmen's Affairs in General in the 8th. Sub Dist State of Va, for the month of July 1867. 

The reports from the Assts. in all their Sub Div: as well as reports from other sources show that the Freedmen are Industrious, Frugal, Temperate, Peaceable and law abiding Citizens. They eagerly improve every opportunity to acquire Knowledge and improve their condition and earnestly strive to acquire the means of self improvement.

Among the obstacles to their progress and improvement none have a greater influence than the lack of homes either rented or owned.

The Land holders seemingly adverse to anything which will improve the laboring part the Community and knowing that small homes afford the best and surest means for that improvement, not only make no effort to
