from the Maj Genl Commissioner, dated May 15th 1867, I have the honor to submit the following report, to wit:

Such is the scattered condition of the Freedmen of the 1" Div. of the 8" Sub. Dist. Va. that it is impracticable to oganize them into Temperance Societies, as suggested, with any additional benefits beyond what can be accrued by careful teaching upon the subject, which has been faithfully attended to, upon all occasions, by myself, & Capt. Wm. P. Austin.
I would further report, that so far as has come under my observations, the condition of the Freedmen in this particular, is of the most encouraging character, Indeed I have not seen but one colored man intoxicated, within this Dist, within the last three months, You can therefore judge, how large a field of labor would be afforded for the Temperance cause.
