Sir,
In compliance with Circular No. 6, Series 1866 I have the honor to report for the month of July 1867; That Bureau affairs are unchanged. There is apparently good feeling prevailing between the races difficulties and complaints are diminishing. But one case of difficulty has come under my observation during this month, and that was a colored man shooting, and slightly wounding a white man; This case will be investigated, and the required report rendered. I have taken no action of any cases during the month that came under the head of Military Com'er. I have as yet, had no opportunity to organize any temperance societies, But laid the Circular
