letter of Gen'l Howard, dated May 15th 1867, before the leading colored men of my division and there is a great interest manifested in the cause; It is advocated in all their public meetings both religious and political. There is a bad and dangerous influence existing here on account of many small distilleries which I have good reason to believe are evading the internal Revenue law, by trading and selling in such ways and quantities as renders it almost impossible to detect them, and I have heard of cases where Freedmen have been employed and paid for their services in whiskey which has a demoralizing tendency.
