General:
In compliance with Circular No.6, Series 1866, Hd. Qts. Asst. Comr. St. of Va., I have the honor to report as follows.

The feeling existing between the Whites and Freedmen in my Division has not during the past Month exhibited any new or peculiar phase. On the part of a large proportion of the former, there is still discernable the habitual, latent spirit of hostility. On the part of the latter, the distrust peculiar to them still prevails. Just now the freedmen are greatly exercised as to who they shall vote for, for the convention. As yet no Candidates have offered, and it is a point of discussion as to whether a truly trust worthy person can be found in the county. Time and again have I heard the freedmen say that they do not feel that they can place reliance in any one belonging in the place, and they only wish they could elect "a Yankee." This seems to be the burden of their cry- to get a "Yankee" to represent them; and in this they are seconded also by the
