In accordance with Circular No 6 Hd. Qrs. Asst Comr State of Virginia dated Richmond Va January 29 1866. I have the honor to make the following Report of the condition of Freedmens Affairs in the counties of Rockbridge, Bath & Alleghany during the month of July 1867.

With the exception that there is some estrangement - if not distrust and suspicion - caused by the late registration and the approaching election, the relations between the White and Colored citizens are as good as they have ever been since my arrival here. During harvest the Freedmen have worked well, contrary to the expectations of the farmers, and the fact has produced a good effect upon the minds of the latter.

During the month a number of complaints have been made to me, but nearly one half of these were made by colored against colored and the others were either claims for debt or charges of personal abuse, none of which were of an aggravated character.

In several of these cases the civil authorities acted with promptness and justice.

Last month the Coin school closed for the summer, therefore no report is forwarded for July.

I would again respectfully call your attention to the propriety of establishing a colored school at the Warm Springs in Bath county. Neither Bath nor Alleghany
