In compliance with Circular No 6 Hd Qrs Asst Comr State Va Richmond Va Jn 29th 1866 I have the honor tp report, That the Affairs of the Bureau in the 2nd Div 6th Sub Dist Va are progressing quietly and well. The state of feeling existing between the Whites and Freedmen seems to be of the most friendly character,

On the subject of Temperance among the Freedmen, I cannot make as detailed a report as I would like, as I have not been able, as yet, to devote enough of time to the subject. A great majority of Freedmen in this locality use ardent spirits, but only very few of them get drunk, and those few, very seldom, I have spoken with some of the prominent Freedmen on the subject, and they have only just commenced to get up societies, If we could be sent some neatly gotten up Certificates of Membership, with Mr Lincolns portrait or some other appropriate design,
