Pursuant to instructions contained in Circular No "6" Series 1866, Head Quarters Bureau of R.F. & A. Lands for Virginia, I have the honor to make the following report. 

The state of feeling existing between the white and colored people continues to be very good, and it would not be the fault of the colored if it was, at as not one single riot, outbreak, or unlawful demonstration has been made by them since their freedom. There has been some prejudice against the freedmen, shown by the more better class of rebels on account of the right of suffrage having been conferred upon them, but it is fast wearing away, as they see that the right does not alter their habitual industry and good behavior.

I have made remarks to the majority of the colored people
