In compliance with instructions contained in Circular No 6 Series of 1866 I have the honor to forward the following report for the month ending July 31st 1867.

I am pleased to be able to inform you that I am of the opinion that the feeling existing between the whites and blacks is becoming better. The respectable portion of the community seem willing to accord to them all their rights and privileges under the law with but few exceptions. There is still a large number of whites in the county who are not disposed to deal justly with the black man but I am doing all I can to bring such men before the civil courts where I hope they will be dealt with according to law. 

I think there is no doubt that if the whites will do right the black man will soon follow. It is to often the case that the blacks have to go for months unpaid for their labour. 
 
When I came here in December of 1866 I found intemperance prevailing among the freedmen to an alarming extent and I at once set about using my influence to arrest it.

In March last I organized a Temperance Society and enrolled one hundred and thirty members. I have invariably upon all occasions when addressing the colored people throughout the county endeavored to impress upon their minds the necessity of
