Bureau of R.F. & A.L. Hd. Qurs. Asst. Sub Asst Commissioner
3rd Division 8th Sub Dist. State of Va. Christiansburg Va.
July 25th 1867

Capt. Garrick Mallery
A.A.A. Genl.

Captain- I have the honor to make the following report of the affairs of the Bureau, in this division, comprising the counties of Montgomery, Pulaski and Giles, for the past month. One of the most important items of interest, has been the registration of voters - In Montgomery County, the names of 559 colored, were entered upon the Lists; Pulaski Co 366, Giles County not yet completed. Nearly if not all entitled to register have done so. The Month has been a very busy one among the Freedmen, in gathering and securing the wheat harvest; and working the various other products of the soil. Little or no time has been lost. No cruel treatment or cases of injustice have been reported. The law regulating marriages continues to be enforced, and on all occasions possible, the freed-people are being instructed, in regard to the duties and obligations of the marriage relation. Some few cases of desertion occur, in which the man leaves the woman to go to some distant part of the country, and occasionally never returns
over.
