General
In compliance with Circular No. 6, Head Quarters Asst Comr State of Va Richmond Va dated January 29, 1866. I have the honor to report that the Freedmen in my Division are at work generally. There is however a few idlers about the city who will not work if they can live without it - cases of petty larceny is quite frequent of late.

I think none of the colored men in my division failed to register except a few who presented themselves before the Board of a district in which they did not reside. They will register in their district at the next session of the Board. Others did not register in order to evade taxation. The taxes in my division - for County purposes - is unjustly levied, the poor paying as much as the wealthy. 

I have as yet taken no measures to organize a Temperance Society  My duties as Asst Sub Asst Comr, President of the Board of Registration and Military Commissioner having fully occupied my time since receiving instructions in reguard to the matter
