In compliance with Circular No 6. Series of 1866. Hd. Qrs. Asst. Commissioner State of Virginia.

I have the honor to report affairs of the Bureau in this Division as follows, during the past month. I have been engaged as President of Board of Registration in Northampton County, in addition to my duties as Asst. Sub. Asst. Commr.

There has been no complaints made to me, by the Colored people against the Whites excepting one for wages due the colored person, which has been referred to the Civil Courts. The treatment of the Colored people by the Whites is better and they seem to understand the relative positions much better than heretofore.- I have talked to them
