I have the honor to make the following report of the Affairs in General pertaining to the Bureau in my Sub Dist comprising the Counties of Washington, Russell, Buchanan, Scott, Lee and Wise for the month of August 1867, as follows.

The Freedmen are getting along prosperously in their crops and are industrious they have all availed themselves of the opportunity to register their names preparatory to voting.  And have been made acquainted and prepaird [[prepared]] to discharge the part expected of loyal Citizens of the State of Virginia and of the United States.  Many families are destitute for proper and suitable clothing but none are suffering for want of food.  I would recommend if consistent that clothing
