Reports, in Compliance with Circular No 6, Hd Qrs Asst Comr Richmond Va August 29th 66, the state of feeling between the whites and blacks has not improved but no outrages have been committed

On Court Day at Lancaster Courthouse he prevented a serious affray, attributes the cause to liquor. Has interested himself in the organization of temperance societies and expects good results during the next month. Intemperance is more to be found among the whites than blacks.
